The Arthur Gorrie Correctional Centre operates as the remand facility for male prisoners in South Queensland. Remand numbers have exceeded available capacity. Queensland Corrective Services has a duty of care to provide a safe environment for all prisoners, but faces increasing difficulty in managing the segregation of prisoners in remand from sentenced prisoners.

The objective of the proposal is to improve safety and reduce pressure on existing facilities. The proposal is investigating the construction of 400 new cells and the demolition of 72 cells approaching end of life.
