Proposal stage of development: Options analysis (preliminary business case) —underway
Responsible agency: Department of Health and Gold Coast Hospital and Health Service
Estimated cost of delivery: To be determined

Overview
The Coomera Health Precinct proposal is investigating options to provide contemporary and integrated care to meet the increasing demand for healthcare from the Coomera and neighbouring communities for ambulatory, community-based and outpatient services in the north Gold Coast corridor.

STRATEGIC CONTEXT

The Gold Coast population is growing at a faster rate than the Queensland state average (2.4 per cent for the Gold Coast compared to 1.8 per cent for Queensland) with the north Gold Coast corridor experiencing the highest rate of growth.

In response to the population growth data, Gold Coast Health undertook a health service-wide facility master planning process. The process assisted in planning for future development and delivery of new and expanded services including ambulatory, community-based and outpatient services to support growth, particularly in the northern Gold Coast.

Despite implementing a range of efficiency and effectiveness measures, the need for services to be delivered closer to northern corridor residents has been consistently identified through Gold Coast Health’s planning processes.

PROPOSAL

The Gold Coast Hospital and Health Service is progressing the planning of the proposed Coomera Health Precinct by identifying and investigating all possible options to develop and deliver the precinct, including the optimum location, defining the required service scope and capacity to meet future needs, and articulating contemporary models of care to support best practice healthcare delivery.

The options analysis will assess the delivery of an ambulatory care health precinct incorporating a range of community and home-based programs such as chemotherapy and renal dialysis, space for community mental health services and a minor injuries clinic.

The planning and options analysis to date will inform a  future business case for the development of a new hospital in the Coomera region, possibly collocated with the health precinct to service the needs of the rapidly growing northern Gold Coast region.

BUILDING QUEENSLAND ROLE

Building Queensland is assisting Gold Coast Health to develop the options analysis. Building Queensland’s assistance at this early stage is focused on helping Gold Coast Health align their analysis with the Business Case Development Framework and applying the appropriate assurance requirements.

Building Queensland is helping to identify and resolve critical issues that may negatively impact the time, cost and quality of a future detailed business case, and develop a robust implementation plan for a future detailed business case.

Experience from other health infrastructure proposals is being applied to ensure the options analysis presents robust, evidence-based recommendations to support government decisions about the project’s future.

This summary has been prepared consistent with s12(3), s13(2), s17(1)(b) and s17(1)(c) of the Building Queensland Act 2015 requiring Building Queensland to publish summaries where it has assisted an agency in the preliminary preparation of an infrastructure proposal during each six-month period.
